I believe someone tested and found that most HM mobs are not at the cap, so they are capable of going somewhat faster, just not the full 25% faster.

Have you guys ever been on a coordinated human team with a real tank and actually seen what echo SS can do? Dropping mobs in seconds flat > Panic. But I guess GW is a single-player game nowadays so whatever...

^If you're on a coordinated human team with a real tank, then you should be running 100b/MoP.

But GW isn't meant to be tank n spank, so what does better on the concept probably doesn't say much.

There are faster ways than Echo-SS,they're called Mesmer Spikers

Which is not always viable. Permatanks + SS Spikers/Mesmer Spikers also have their due place,same concept but different spike team.
